Exercise Overview

Florida's Greater Palm Beach Area, Martin County and North Treasure Coast Chapters of the American Red Cross undertook an effort to develop, facilitate and evaluate a disaster exercise entitled "The Great Flood - A Tabletop Exercise".

This exercise served as an opportunity for all three of the chapter's to build a stronger collaboration within the region.

The Great Flood Tabletop Exercise was facilitated via an internet based application entitled ON-Line eXercise (ONX) System which allowed each chapter to participate in the exercise from their own base of operations.

Exercise Scenario

After several days of heavy rain fall throughout South Florida, residential areas of Martin, Okeechobee and St Lucie Counties begin to experience rising waters.

As flood waters begin to threaten their homes, residents begin to prepare to evacuate their homes. Seeking all forms of assistance, many of the residents have been calling their 911 Centers.

Within 12 hours flood water has risen in some locations to nine feet.

Faced with a multi-county disaster response, local emergency management officials begin to coordinate the efforts of the region's governmental response agencies as well as the various community and faith based organizations with disaster response roles.

Exercise Conclusion

The Great Flood Tabletop Exercise was facilitated on the morning of March 6 2010 with all three chapter's participating simultaneously from the individual Chapter Disaster Operations Center.
